Mining Licence and Mandate Verification

A structured review of licence status, holder authority and intermediary mandates before project promotion.

Controlled GMZ verification workflow. Submit only the identity, company, authority, licence or transaction documents specifically requested for review. Never submit passwords, card numbers, PINs, one-time security codes, online-banking credentials, government-portal credentials or crypto recovery phrases. Verification does not constitute government approval, licence validation or investment endorsement.

A licence image or letter of mandate alone does not establish that a person can sell, finance, operate or represent a mining project.

Licence questions

The review should identify the competent authority, licence number, holder, mineral rights, area, term, renewal position, work obligations and current compliance status.

  • Issuing authority and official register
  • Exact legal holder and beneficial ownership
  • Minerals, coordinates and permitted activities
  • Expiry, renewal and minimum-work obligations
  • Transfer, assignment or operating-partner restrictions

Mandate questions

An intermediary must show who appointed them, for what purpose, for which territory or counterparties, for how long and with what power to disclose documents or negotiate terms.

  • Identity and authority of the appointing party
  • Scope and exclusivity
  • Expiry and revocation
  • Fee and non-circumvention treatment
  • Right to use the licence holder’s name and documents

Verification sequence

Every unresolved discrepancy should be documented rather than hidden.

  • Define the legal entity, authorised representative and precise transaction objective.
  • Separate public-facing information from confidential technical, corporate and financial evidence.
  • Test consistency across titles, quantities, ownership, licence status, location and commercial assumptions.
  • Record unresolved questions, third-party verification needs and the decision required from the next counterparty.
  • Move to introduction, data room or mandate only when the minimum information standard is met.

How Georgia Mining Industry can support the process

GMI can organise the initial information request, separate public material from protected documents, coordinate preliminary counterparty review, open a controlled introduction or private deal room, and record agreed commercial steps. Every transaction remains subject to written authority, independent technical and legal review, compliance checks and a separately agreed mandate.
