The deeper issue is state capacity: the ability to understand resources, make lawful decisions, negotiate effectively and convert mineral opportunity into durable national value.<\/p>\n<h2>A deposit is not a strategy<\/h2>\n<p>A geological occurrence becomes strategically relevant only when a state can evaluate it, govern it and connect it to infrastructure, skills, finance and markets. Strategic-minerals policy must therefore begin with reliable data and competent institutions, not publicity.<\/p>\n<p>States also need the ability to distinguish between exploration interest, a technically defined resource, an economically viable project and an operating mine. Confusing these stages creates reputational and financial risk.<\/p>\n<h2>The institutional architecture<\/h2>\n<p>A serious national framework requires cooperation between geological services, mining authorities, environmental bodies, investment agencies, finance institutions, customs, infrastructure providers and foreign-affairs structures.<\/p>\n<ul>\n<li>National geological and project data governance<\/li>\n<li>Transparent licence and beneficial-ownership records<\/li>\n<li>Infrastructure and energy planning<\/li>\n<li>Processing and value-addition policy<\/li>\n<li>Workforce and technical-capacity development<\/li>\n<li>International partnership and resource-diplomacy strategy<\/li>\n<\/ul>\n<h2>Negotiating from knowledge<\/h2>\n<p>Governments negotiate best when they understand the technical, commercial and geopolitical context of the mineral under discussion. This does not mean rejecting foreign capital.
